SESSION ABSTRACT: Many training decisions are based on ?soft data? (opinions, feelings, and desires) rather than hard data (facts). This session presents a measurement model and tools learners can use to (1) select an appropriate method for getting data (soft and hard) and (2) evaluate how pervasive and legitimate it is. The model drives questions about why, what, and how to evaluate. The tools will help learners anticipate needs, decide on where to focus their attention, and defend their decisions about what to do and how to do it. LEARNING OBJECTIVES: Examine a model and tools you can use in your work arena. Apply a model to help you focus your evaluation efforts. Explore a tool to identify and evaluate ?soft? data, and a tool to evaluate ?hard? data.
